(self)-education for political activists about security vis-a-vis increasing goverment repression

I'm living in a state which has been gradually becoming repressive, with more legislation allowing for mass surveillance (and its increased use in practice); curtailment of the space for public expression; mass arrests and indictments over speech (albeit not among the dominant ethnic group); increasing use of administrative detention with no formal charges; etc. This has been going on for over a decade and is likely to deepen regardless of specific current events.

Now, I would like to help people around me, and myself, who - as political activists - have so far enjoyed the presumption of their daily interactions and communications not exposing them to a significant risk of government sanction; and for whom this is changing. Help, in the sense of educating ourselves about security risks - current and potential; and adopting a more self-repressive, but secure, culture. I personally am relatively tech-savvy, but most people around me are not.

The question is: How to pursue this goal of (collective) self-education? Should I focus on making written online resources more accessible / curated? Video lectures? Should I focus on hands-on demonstrations? Something else?

PS - The state I live in is also a US ally and has some collaboration with Google, Facebook and Amazon, as well as US intelligence agencies.
